City of Loveland Utilities is committed to keeping utility costs low and reliability high for all customers.
In order to understand our fees, it’s important to first know that City of Loveland Utilities is a community-owned public utility and, therefore, operates as a not-for-profit government agency providing essential services to Lovelanders at cost - meaning our costs determine our rates. Here's how being a public utility benefits Loveland citizens, according to the American Public Power Association. We're proud to give our customers a voice in utility decisions.
Our department operates within the City of Loveland as an enterprise fund, meaning we function like a business that relies on user rates and fees, not sales or property taxes, to fund the costs of operations, maintenance and infrastructure improvements. Because our services (water, power and wastewater) are fee-based, only those who use these services pay for them. This way, the costs are covered by the revenue we generate, without affecting the City’s General Fund.

Understanding exactly what you're paying for on your utility bill is important. The guide below, based on the image above, explains charges for each line item on your bill.
Three important considerations:
- A key equation on your bill: Your usage x (multiplied by) your base rate. This means your amount of utility usage multiplied by your base rate equals what you're charged on your bill. View your base rate using the Rates, Charges and Fees document above.
- Residential electric rates have two seasons: Summer (July-October) and Non-Summer (November-June). View your Summer and Non-Summer electric rates in the Rates, Charges, and Fees document above.
- Rates change annually on January 1.
